Monkton’s industry-leading innovation for secure mobility was recognized by the Department of Defense (DoD) in the issuance of the MATTER Small Business Innovation Research (SBIR) Phase III Government-wide Indefinite Delivery Indefinite Quantity (IDIQ) contract. MATTER is administered by the U.S. Space Force (USSF) Space Operations Command (SpOC) Systems Acquisition and Integration Office (SAIO).
Monkton’s MATTER IDIQ was created for the purpose of expediting the creation of long-overdue new capabilities for field-based operators and civil servants, to more efficiently perform their core job function anywhere in the world securely from the cloud.

How to Use MATTER
Getting started with MATTER is simple. Any U.S. Federal Government Agency or organization interested in issuing a Task Order against the MATTER IDIQ can follow the FAR/DFAR compliant SBIR Phase III acquisition guidelines to kick off the contracting and procurement process.
The MATTER Procurement Process:

Define Objective and/or Requirements
Start by documenting your known program or project objectives, desired outcomes, and/or current deficiencies.

Perform Market Research
Engage directly with Monkton and other firms to discuss your needs, timeline, and constraints relative to past performance, expertise, and core capabilities.

Draft a PWS
Draft an initial Performance Work Statement (PWS), Statement of Work (SOW), Request for Proposal (RFP), Request for Quotation (RFQ), or whatever format your organization uses to best express your requirements.

Request Use of MATTER
Email your draft PWS to USSF SpOC SAIO and request use of MATTER. The SpOC SAIO acquisition team will conduct a scope-read of your PWS to determine if the intended project-level actions are in alignment with the MATTER contract-level permissible actions. Most scope-reads are completed in 2-3 days. If approved, the SpOC SAIO acquisition team will grant your organization a delegation of contract authority to use MATTER.

Issue PWS to Monkton
Email your PWS directly to Monkton. Your local contracting shop is now permitted to work directly with Monkton to issue a new Task Order for your PWS requirements under MATTER.

Conduct Negotiated Award with Monkton
Your local contracting shop, Requirements Managers, CORs, and PMs may work directly with Monkton on finalizing the project scope, timeline, deliverables, assumptions, Government furnished equipment and information, place and period of performance, and price. When completed, simply issue the Task Order from your local contract management system.

Schedule Kickoff
After bi-lateral execution of the new Task Order with Monkton, send a copy to SpOC SAIO and schedule your project kickoff. Task Order modifications, Task Order closeout, and CPARs all stay with your local contracting shop as well.
MATTER task orders follow SBIR PHASE III acquisition guidelines
No need to compete Task Orders
No sole-source justification documentation requirement (J&A, JOFOC, etc.)
No need to publicly advertise intent to award
No protests at Task Order level
No Government Fees for use of MATTER
No MOU, MOA, IAA, or MIPR of funds to SpOC SAIO

All U.S. Federal Government Agencies and organizations are permitted to use MATTER.

MATTER’s contract line item numbers (CLINs) permit Firm Fixed Price (FFP) Labor, Commercial Off the Shelf Software (COTS), Software-as-a-Service (SaaS), Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), hardware, and Travel. These contract level CLINs may be combined in any combination necessary to achieve the PWS requirements and task order deliverables.

MATTER was awarded as a base plus four (4) contract. The current last date of the last option period is October 1, 2025. Task Orders issued under MATTER on or prior to October 1, 2025 may have an option period at the Task Order level that can extend to Government Fiscal Year 2030.

The MATTER IDIQ has a $500,000,000.00 ceiling, with an individual Task Order limitation of $100,000,000.00.

MATTER was designed to support the full lifecycle of program requirements. Federal organizations may use RDTE (research and development), Procurement (new capital expenditures), and O&M (sustainment) budget dollars to support Task Orders on MATTER.

Yes, organizations may specify the initial base period of performance to the term commensurate with the PWS requirements, and include a single or multiple option periods to be exercised at the Government’s discretion.

Yes. All Task Orders issued under MATTER inherit the Contract level terms and conditions flow downs. Additional terms and conditions may be applied at the task order level, and must be mutually acceptable by Monkton.

SpOC SAIO will provide a MATTER Ordering Guide upon approval of your proposed PWS scope and issuance of the delegation of contract authority. The SpOC SAIO Acquisition team can answer questions on the general SBIR Phase III procurement process under MATTER.

No. Your organization does not need to establish an MOU, Memorandum of Agreement (MOA), an Inter-Agency Agreement (IAA), or complete documentation to MIPR or transfer funding to SpOC SAIO.

No. USSF SpOC SAIO does not charge a fee to U.S. Government organizations to use MATTER.

No. SpOC SAIO administers the MATTER contract, reviews, and approves potential PWS actions that are permissible within scope, but does not issue the Task Order for your organization. Your local contracting shop will issue the Task Order, conduct any modifications, and eventually close out the Task Order.
